An improvement agreement (IA) is an arrangement between the City of Springfield and a developer in which the developer promises upon request to pay for public facility improvements that are necessitated by the development in lieu of constructing the improvements immediately. The City can require the future payment on its timetable without consultation of the developer. An improvement agreement is an encumbrance that runs with the land.
